This book provides the first ever objective and comprehensive assessment of the present status of water management in Mexico. The book contains contributions from leading Mexican water experts from different disciplines, sectors and institutions. It critically and constructively analyses the status of water planning and management in the country, real prevailing situations in terms of water quality, groundwater management, participation of private sector and NGOs, performances of water management institutions and river basin management councils, relevance of the existing legislative frameworks, and many other associated issues. This book represents one more effort by the Third World Centre for Water Management to provide authoritative, definitive and independent analyses of the management of water resources in Mexico, which is currently missing. Because of the unique nature of this book, the Parliament of the country (Camara de Diputados) has selected this book for distribution to all the Parliamentarians in the Federal and State Assemblies. This is the first time in the entire history of Mexico a book on water resources has been accorded this unique distinction.

In order to solve complex global water problems, it is essential that new ideas and concepts should be considered to improve water management practices. In this context, the two issues of water pricing and public-private partnership, which are the main focuses of this book, have received widespread attention in recent years because of their economic and social implications. Supporters of these two ideas argue that users should pay full tariffs for drinking water and sanitation services since, otherwise, the actual vicious cycle of waste, inefficiency, and lack of services to the poorest people will not only continue, but will increase further in the future. The investment available for this sector will remain insufficient, access to water and sanitation services will continue to be restricted and of low quality, and the investment capacity to improve the quality of drinking water will continue to be limited. In contrast, the opponents argue that the access to drinking water services is a human right, and pricing water as a commodity will ensure that the poor will not be able to pay for it, and thus will not have access to the services. The debates on the pros and cons of water pricing and public-private partnerships have mostly been heated, but based on dogmatic lines. Thus, in order to critically and objectively analyse the actual experiences in the areas of water pricing and public-private partnership in the Latin American countries, the Third World Centre for Water Management, with the support of the National Water Agency of Brazil, and the Inter-American Development Bank, commissioned a series of case studies from Argentina, Chile, Germany, Mexico and Spain to see their relevance in terms of application in various Latin American countries. The case studies review the results of water pricing and public-private partnerships, as well as their economic, environmental, financial, institutional and social implications from different Latin American and European countries.

The book on the State of Water Resources in Mexico presents a comprehensive, objective and factual analysis of the current situation and the future perspectives for water management in the country. It provides an in-depth examination of the status of water uses and users in Mexico, including for domestic, agriculture, industry, hydropower and aquaculture. It reviews water quality issues as well as the existing legal and institutional frameworks for water resources planning, management and development in the country. It analyses the present water policies, their appropriateness and effectiveness to solve the nation's water problems, and reviews the impacts of the water management practices on the socio-economic development and the protection of the environment in Mexico. The book on “Water Management in Aragon” is the result of the joint work between the Ministry of Environment, Government of Aragon, through its International Centre for Water and Aragon Water Institute, the University of Zaragoza and CITA-Government of Aragon.
Aragon is aware of the conceptual and societal changes that have taken place and are taking place in the world, and has taken steps as to how these changes can be effectively considered within a new and evolving planning and management process within the region. This book outlines the important water-related issues Aragon has faced in recent years, and demonstrates the impacts of the new steps it has taken to manage its water resources under these changing conditions in a timely, cost-effective, socially acceptable and environmentally friendly manner.
The analyses in this book show how Aragon has successfully managed to "reverse the tide" of inertia and incremental progress within a very short period of about three years. The rest of Spain, and in fact the entire world, can learn much from this "can do" attitude of Aragon, which I hope will be rapidly infectious.

This book was the result of the Seminar Mexican Water Management Innovations organized at the end of 1999. The Seminar was sponsored by the Third World Centre for Water Management and the Metropolitan University of Mexico (Universidad Autónoma Metropolitana). The primary objective of this meeting was to identify those elements which have significant impacts in water management, both positive and negative, as well as to analyse practical experiences in the development of water projects to foster the efficiency in the water management in the country. The diversity of topics presented in the Seminar reflect the enormous challenges that the society is facing to solve the water-related problems in Mexico.

The book contains a series of essays from eminent development specialists from Bangladesh, India and Nepal, as a tribute to Dr. Q.K. Ahmad, an eminent development economist from Bangladesh, for his 60th birthday. The Third World Centre for Water Management co-sponsored this tribute, which resulted in a definitive book which addresses development problems and issues of South Asia. Dr. Ahmad has worked tirelessly for some three and half decades to improve the quality of life of the poor in the Ganges-Brahmaputra-Meghna (GBM) basins, where more poor people live compared to the entire Sub-Sahara Africa. His main concern has been to persuade the decision-makers of the region, as well as of national and international development-oriented institutions, on the imperatives of people-centred development, with equity between nations, and among people within nations.
The 552-page book contains papers on subjects to which Dr. Ahmad has made major contributions in terms of research, actions and dialogues. The papers are organised in six sections on water, energy and environment; issues in economic development; education, regional cooperation; gender perspectives; and public opinion research.
