The Spanish region of Aragon is a pioneer in new models of environmental management related to water, solid waste,
environmental education and natural sites, among others. Aragon has launched the biggest plan of wastewater treatment
in Europe, and has established institutional arrangements to promote social participation which is unique in the world,
the Water Commission of Aragon. The region has full powers in most areas related to the environment. Its regional Minister,
Alfredo Boné, has chaired the Conference of European Regions on Environment (ENCORE), a forum that brings together more
than hundred regions across Europe. The international leadership of Aragon on water is clear when we consider that the
International Exhibition of Water and Sustainable Development of Saragossa 2008 is organised in Aragon, and that the region
hosts the headquarters of the Office of the Water Decade of the United Nations. In addition, the work of the International
Centre for Water and Environment (CIAMA-The Alfranca) and the Aragon Water Institute is already recognised for its quality
at the international level.

Centro Virtual de Información del Agua (CEVIA)
The Centro Virtual de Información del Agua (CEVIA), it is an interactive web page that allows to the exchange of
information and discussion, about of the water. Account with a public section, events, the national and international
news, employments agencies, and a thematic library. This project is supported by the Fundación Gonzalo Río Arronte,
I.A.P., and the general coordination is in charge of the Fondo para la Comunicación y la Educación Ambiental, (FEA,
A.C.). One of the most important parts of this project is the one to identify all those actors interested in the
problematic one of the water to create work groups specialized by interest subject.

International Commission on Irrigation and Drainage (ICID)
The International Commission on Irrigation and Drainage was established on 24 June, 1950
as a Scientific, Technical and Voluntary Not-for-profit Non-Governmental International
Organization (NGO) with headquarters in New Delhi, India. The Commission is dedicated to
enhancing the worldwide supply of food and fibre for all people by improving water and
land management and the productivity of irrigated and drained lands through appropriate
management of water, environment and application of irrigation, drainage and flood
management techniques.

International Water Resources Association (IWRA)
Since its official formation in 1972, the organization has actively promoted the
sustainable management of water resources around the globe. The belief that sustainability
requires interdisciplinary action and international cooperation is a driving force behind
the association. IWRA seeks to improve water resource outcomes by improving our
collective understanding of the physical, biological, chemical, institutional, and
socioeconomic aspects of water.

Inter-American Development Bank (BID)
The Inter-American Development Bank is the oldest and largest regional multilateral
development institution. The Bank's operations cover the entire spectrum of economic and
social development. In the past, Bank lending emphasized the productive sectors of
agriculture and industry, the physical infrastructure sectors of energy and
transportation and the social sectors of environmental and public health, education and
urban development. Current lending priorities include poverty reduction and social
equity, modernisation and integration, and the environment.

State Water Commission of Guanajuato, Mexico
The State Water Commission of Guanajuato (CEAG), is the most advanced water management
institution in Mexico. Among the main objectives of the Commission are the planning of
the water sector in the State and support the municipal water utilities. CEAG is actively
promoting a new water-culture in the state, and is improving water management efficiency.

Capacity Building International, Germany
InWEnt is a non-profit organisation dedicated to advance training and human resource
development in the Third World. Together with partner organisations in Germany and abroad,
